I've found the advisories always err on the side of extreme caution. It's understandable that consular officials don't wish to be bothered rescuing travelers in trouble, but they put out a lot of misleading information in the process. In my experience, the local government won't allow you into a certain area if it's really dangerous. The biggest threats to travelers are usually thieves and corrupt officials not terrorists or freedom fighters.</description>
